I carry a 2" snubby, and have practiced a lot. They can be shot well. Some folks can shoot them VERY well. A case in point?
I was standing on the 25 yard line working with one of my officers with his duty gun when I noticed my mentor farther down the line, coaching a group of recruits. I had discussed him in the academy, and often told the students that the more you practice the better you'll get. Finally one of them asked if this guy was a "Gun God?" "Yes," I told them. I pointed him out to the young officer. I said, "You remember me talking about my "Rabbi? There he stands, you want to meet him?" I whistled. Lou pointed to his watch and raised two fingers.
He walked over and after being introduced, the cocky young officer, being a smart a$$, asked Lou if he wanted see the Snubby he had just had a trigger job done on. The Sergeant held out his hand. The officer pulled the gun out of the range bag and handed it to him, cylinder open and muzzle pointed down at the ground. Thankfully. This Sergeant designed the department range and ran it for 13 years before returning to Patrol Operations.
He closed the cylinder, and pointed the gun downrange, empty, and tried the trigger job. "Could be better, but not bad." He held out his hand, and the young officer handed him five rounds of issued .38 ammo. "Which target is yours?"
"Um, 18."
After spending a long minute settling in against the barricade, Lou fired 5 slow shots downrange. He opened the cylinder, dumped the brass and handed the snubby to me. He winked, turned and walked away, back to the group he had been coaching. The rookie had been watching thru the spotting scope. "Gee Sarge," he called after the Sergeant with a touch of sarcasm, "I think you missed."
Lou looked over his shoulder and straight faced, without breaking stride, said, "The head, son, look at the head."
Five shots, touching, centered in the head.
