It's worth noting that the GA Senate Bill 319 establishes the law as applicable to residents of other States traveling thru or visiting, as well as GA residents. It does this by defining a "Lawful Weapons Carrier" as noted here:

(2.1) 'Lawful weapons carrier' means any person who is licensed or eligible for a license pursuant to Code Section 16-11-129 and who is not otherwise prohibited by law from possessing a weapon or long gun, any resident of any other state who would otherwise be eligible to obtain a license pursuant to such Code section but for the residency requirement, and any person licensed to carry a weapon in any other state.

I've got mixed emotions about such laws. I don't want some numb nut who's never been to a range shoot my ass by mistake 'cause he couldn't hit what he thought he was aiming at. I think y'all know me enough to know that I'm not anti-gun, just my opinion.

I doubt anyone would argue with you about proficiency training. But Nationally speaking, State required classes for a permit are very minimal, and mostly about the laws in the State that you get your permit in. Very limited range time (if any) is offered and just enough so you know which end the bullet comes out of. Anything beyond that is up to the individual, and we all know that the kind of proficiency training and practice you are talking about is usually pretty expensive in terms of time and money.

Our experience over the last 6 years or so in MS (according to what I hear from popular ranges in the State) is that those who can afford advanced classes and the ammo needed for regular practice will sign up for it whether they have a permit or not, and will study up on the legal part also (doesn't apply to bad guys of course, since they're gonna do what ever they feel like). All permitless carry does is relieve you of the cost of the permit and the required class for the permit. That $100-$200 can then be applied to a decent 1 or 2 day Basic Pistol course that is actually worth taking.

So I think your ass will be just as safe as it ever was. :)

Btw, for what it's worth I've never applied for a carry permit anywhere, ever. And I consider myself a pretty decent shot with whatever I have in my hand(s). So did the USMC. ;)

I must have missed the part of the Constitution that has firearm training listed. I don't recall law-abiding citizen either. A right is always a right. Or else, it is a plivilege. People can use most anything to kill. As for Georgia, I like the way that it is going. Just my $.02.

No classes or range time required in Washington state. Pay $36 plus fingerprinting fee and pass the background check. You actually have to complete a class to purchase a semi-auto rifle but that's a joke. There's a free test site on-line that you can literally complete in 5 minutes.

You won’t qualify for a CPL if you:

Have a revoked concealed pistol license.
Are subject to a court order or injunction concerning the possession of firearms.
Are free on bond or personal recognizance while awaiting trial, appeal, or sentencing for a felony offense.
Have an outstanding warrant for your arrest for a felony or misdemeanor.
Were ordered to forfeit a firearm within the last 12 months.
Were convicted of a felony.
To restore your rights, contact the courts where your conviction is or the superior court where you live.

WA is pretty typical in that regard. As is the list of things that will prohibit issuance of a permit, which by the way apply to permitless carry as well a permitted carry. Other restrictions, such as locations (schools, courtrooms, federal property, and a dozen others) also apply regardless of permit status.

A few States (MS is one) have essentially a 2 or 3 tier system: Permitless, Standard, and Enhanced. Enhanced (more $$) allows carry in locations that are prohibited to the other two. Whoopeee. :roll: Still doesn't make anyone a better, more responsible, or more considerate, shooter. That's either part of the persons personality or it ain't, and you can't legislate that.

I hear that, I've been shooting at the range with adults that I didn't feel completely comfortable with but I've shot with a good friend's young daughter that I'm fine with. He has taught her well on all the safety requirements.

Texas used to require that you shoot at 7 yards and 15 yards if my memory serves me correct. Some were single shots and others double tap and you had to score a minimum. I'm being honest in saying I can't remember the exact specifics, but it had modicum of ability had to be attained. We have open carry now. The plus side is more honest people can be armed and the downside is, unless they have a conviction, bad guys can carry legally without permits as well. We all know that a thug is not going to care about the carry laws but at least the bad guys can be jailed if caught with a firearm without a permit (those with and without prior convictions). Don't know if that makes any sense at all but just my thoughts.

Arizona had the same requirement except no double tap. Sad to say a few flunked. You specifically had to take you finger off the trigger before shooting again. If you didn’t you failed. It was not required by law it was required by the instructor. He said you need to prove to him to be able to follow simple instructions during a stressful situation.

It wasn’t stressful for me because I’ve shot before. Half the students had NEVER fired a pistol before. One student was kicked off the range for sweeping the group. He turned around on the firing line and failed to keep his firearm up and down range.
