Powders have different “burn rates”, so a full max bear load will use a heavy charge of slow burning powder, and a light plinking load will use a smaller charge of a faster one. You can’t just reduce the powder charge, that works fine for black powder, which is not very powerful, but smokeless powders need to be chosen carefully for the intended bullet and velocity. You need to watch some reloading videos and maybe get a good book like “ABCs of Reloading”, to better understand what goes on inside a cartridge. Then you can think about trying reloading with a basic setup like a Lee Loader.
