I got an email this morning from Powder Valley which advertised no hazmat fee on orders in excess of $100. Today only (4/10/24).
Don't know anything about their powder prices but it might be worth a look.

If you sign up for their emails, they do this somewhat regularly. Their prices are not out of line with most other big internet based shops, and they have a lot of other things you may need too.

I must have ordered something from them at some time but it has been so long, I can't recall when it was or what it was.

I've been looking for some H4895 for quite some time now. Very very hard to find.
It's a very versatile powder, and even if all I can locate is a larger container, I think I'll buy it for just those reasons.

What about IMR4895? It's said to be the same as H4895, but with additional additives to control copper build up.

I've used IMR4895 for a lot of cartridge reloading. Stock is getting low, so I'll have to get more before too long. Another very versatile propellant.
I've loaded for my neighbor's .270 using the Hornady 120 SST, and downloaded it considerably using IMR4895. His rifle is a Savage Axis that has a poly stock and weighs very little. Not only does that thing bark, it also kicks pretty good with factory .270 ammo, but the reloads cut that back considerably. It is still loud, kicks a lot less, and the load we settled on groups well under an inch at 100. Probably only going about 2600fps, but he's hunting deer at under 200 yards with it.
Older documentation stated that "4895" was a powder that could be downloaded without much complication, but ever since Hodgdon took over IMR powders, it's now stated that only H4895 is suitable for reduced loads. Hodgdon even has a press release on their web site about H4895 and reduced loads. I have no idea where Accurate 4895 would factor in with this, as I've never used it.

Powder Valley, Natchez and Midsouth have no hazmat deals every so often. Graf’s and Brownell’s also. Might pay a little more upfront but at least you know these are legit outfits.
