Yes there is a power off setting for the reticle.

I have the Vortex Strike Eagle 1-6x24 scope with 0.97in height scope rings on my 30-30. The PR30-M rings are 1 in high rings so you should be fine with the scope being off the hammer. I recommend getting a Hammer Extender (Grovtec), though I didn't need one.

I wish I had gotten the 1-8x24 version of the scope. The 1-6x24 didn't quite cut it beyond 75yds or so.

My Dad put the Vortex 1-4x24mm Crossfire II on his Big Boy X .44 Mag. Even though it weighs 1.5lbs, he absolutely loves it. He thinks it is the best setup ever. The 1-6 Strike Eagle is lighter than the Crossfire II, I do believe.
