Oregon House Bill 4145 was an attempt by the House to increase the fees that voters approved in Measure 114. The Senate Rules Committee removed these adders, but accepted making January 2028 the effectivity date of Measure 114 if the Oregon Supreme Court rules Measure 114 constitutional. The Oregon Supreme Court has not yet ruled. This latest version of HB4145 still needs reconciliation between Oregon Senate and House.

The petitioners have approximately 100,000 signatures. They need about 117,200 signatures to put this on the November ballot. They have until July 2nd to get the signatures needed.
