Are we allowed to post .pdf files?

If we can, how do we do it?

I tried to add one like I would add a photo and it was a no-go. "Invalid extension".

You could try renaming the .pdf filename extension to .jpg.
Users should be able to download the .jpg file and rename it back to .pdf.

Or, maybe Dave could add .pdf to the allowed file types in the phpBB settings.

A couple posts above I successfully uploaded a pdf file as a test.
