I worked at a lumber yard for 10 years. If there is one near by, go there and ask if they have any ( cull ) lumber. Cull is lumber that is warped, broken, chipped or damaged in some way. They will gladly sell it for pennies on the dollar.
I would recommend a piece of Advantech flooring board. Much harder than OSB. That is what I use outdoors for my air rifles shooting around 800 FPS.
It would take a long time to wear it out.

Ouch, $73 a sheet right now. Think I will use what I can scrounge up around here until lumber prices come back down (hopefully they will). Have some other projects I will need lumber for, need new, real simple steps for my front porch, 4 steps and railing on one side, I'll bet it'll be over $200.

For your permanent one, consider making a silent trap from a 5 gallon bucket and lid. Line the bottom with an inch of duct seal (clay) from Home Depot. That in itself may be adequate for your low powered rifle, if not, fill it up with rubber playground mulch.
Mine will stop a .25 cal 28 gr pellet at 825 fps (40 foot pounds). Only a third of them make it past the rubber into the clay.

Yes, Advantech IS expensive. I would not buy a new sheet right now either. That's why I mentioned checking with a lumber yard for Cull...( damaged ). They might even just give you a piece large enough for a backstop. Heck, thats what I use. The piece I'm using is only about 18" x 24". I lean it against the brick outside my house. Then in front of it, I stick a cheapo wire sign holder in front of it with my target hanging from that. Works perfectly. IMO...do not use OSB. If you do though, just double, or triple it up.

I've got a piece of ¾" OSB I can double up if needed for flyers. I have a piece of 2x12 to attach a paper target to, I don't think a pellet is going to go through that. Will do something more permanent later. I'm thinking I will order this and attach a shelf wide enough to set it on along with some silhouettes with some kind of a backer behind the shelf.

When we were talking OSB, I was figuring you were talking about 7/16. What you're going to do certainly sounds adequate. ☺

Dave, we just use a 4x8 sheet of plywood as a backer to protect the wall in our indoor 10 meter range. Even our most powerful air guns at that short distance can't fully penetrate it and do damage to the wall. Anytime you can angle a backstop, you decrease potential penetration.

My rifle has shipped, supposed to be here Saturday. Pellets and CO2 from Amazon are also supposed to be here by Saturday.
