HP-38 Cabelas shipped with No Hazmat

I ordered four one pound cans of HP-38 from Cabela's on Sunday, along with another handloading reference book. The total for all of it came to $116 and they offered free shipping for orders over $99. Of course, there was the mandatory $20 Hazmat fee.

But, I got an email from them this morning with a tracking number, confirming the order has been shipped. They also updated the charges to my CC to remove the $20 Hazmat fee! The final price per can was $25.51, including sales tax.

ORM-D

ORM-D is a marking for mail or shipping in the United States that identifies other regulated materials for domestic transport only. Packages bearing this mark contain hazardous material in a limited quantity that presents a limited hazard during transportation, due to its form, quantity, and packaging.

Material marked "ORM-D" and shipped by surface transportation does not require hazardous shipping papers, simply an ORM-D and proper shipping name marking on the box. This marking can either be in the form of an ORM-D sticker, or written by hand. If written by hand the letters "ORM-D" must be enclosed by a rectangle. When transported by air, ORM-D shipments require an ORM-D-AIR marking and full hazardous shipping papers.

I've never heard of smokeless powder being shipped ORM-D. I know that loaded ammo can be shipped as such in certain quantities.

I wonder if Cabelas just ate the hazmat fee as a promotion, or as a misunderstanding of a free shipping offer.

I've ordered powder many times and have had it shipped ORM-D. I think, never really paid much attention to it.

About two years ago, I bought H-110 from Cabela's online, it was five one pound cans and it had a $20 hazmat fee. Whatever may have happened this time, it's OK with me.

Well, it arrived today with regulation Hazmat labeling and paperwork; not ORM-D.

The Lee hand Loading manual was shipped in the same box (hazmat labeled), so I wonder if THAT might not have been the reason the fee was waived.
