This a fraction. So denominator 2(2+2) gets priority. Within the denominator the parenthesis (2+2) have priority.
8/2(2+2)
8/2(4)
8/8
One is the correct answer.

Pemdas? or Bodmas?

He didn't say the right answer is 16. He explained how it could be 16. He ignored or missed that "The standard convention holds that multiplication and division have equal priority" is true except when parenthesis are involved. Hence this whole statement gets priority 2(2+2) over division in both BODMAS and PEMDAS order of operations rule.
