Penalty increase for HAZMAT

Just got an email that Uncle Sam has increased the penalty for shipping HAZMAT via USPS up to $137,060.. In this ammo/reloading debacle who would do such a thing 
....I guess it's like getting a DUI for thousands of dollars because you didn't get the $25 cab ride....
