Utah permitless carry

Post by GunnyGene » Wed Feb 10, 2021 4:51 pm

Utah is set to have permitless carry. Governor is expected to sign the bill which passed by huge margins in both House and Senate. Will become effective May 5. Let's hear it for a big Welcome to the Club for Utah. :D

Utah is a wonderful state with intelligent legislators. I've had a non-resident Utah conceal carry permit for 5 years now. I did that when our not to bright Attorney General was going to eliminate reciprocity with about 30 states. Fortunately he changed his mind at the last minute. But, I still renewed my Utah permit just incase things change.

So, does this kind of law apply to residents only? Or also out of staters?

My read of the law is that it applies to anyone in the State, including visitors, and drive thru's. Very similar to the MS law and most other permitless States. There's only a couple of the permitless carry States that restrict it to residents, and rumors are they will open it up for visitors sometime this year or next. It's always a political fight, no matter what.

What folks in The Club want eventually is more contiguous States joining to alleviate the necessity for a permit for those who commute to neighboring States that require a permit. MS & AL/TN for example.

Tennessee has been playing around with that idea for years, still are. Governor is behind it, but some of our spineless legislators
can't seem to get over the hump. I think some are still living in trees.
Currently, we have open or concealed carry, with permit.
Like everybody else, it's an ongoing fight.
Can't really see a national carry bill making it thru, with the new admin.
We're going to fight to hold onto what we have.

If enough States enact permitless carry that's not restricted to residents only, the issue of a National Reciprocity bill becomes moot.

True, but there are some that hate the idea in their own state ( I stay away from there anyway ).

Washington states gun laws have gotten strict the past 5 years, ironically doesn't require training to obtain carry permit, for that reason a lot of states won't recognize it

Yes isn’t it interesting that we have such strong purchase laws but a “shall issue” CPL law. For me living near Idaho it was very easy to get my non-resident Idaho Enhanced permit. Since getting this permit required classroom training, range time and a sign off from law enforcement it is recognized in many more states than my Washington permit is. There is a first class indoor range/gunshop located just across the border in Post Falls Idaho that offers this training along with many other classes some that I have had the pleasure of taking.

Sidebar, a couple of years ago we took a driving vacation to the Grand Canyon area that included a visit with our kids/grandkids in California on the way home. With my Washington permit I was able to carry in Idaho, Montana, Utah and Arizona. On the way to CA and then on to home I couldn’t carry in Nevada, California and Oregon. Unfortunately with my newly acquired Idaho Enhanced permit on that trip I would only gain Nevada. California and Oregon would be very difficult for me to get permitted to carry in. Oregon will issue permits to out of state people but it’s difficult to jump thru the hoops to do so.

I imagine they would have to go thru the 'may issue' process (whatever that turns out to be) when their current permit expires. Has a bill been introduced to do that up there?

Not yet but they've passed several other restrictions in the last couple of years. I think if they did make us a may issue state and it was still up to the individual county's Sheriff's it would still be easy to get one in most of Eastern Washington, maybe not so much in several Western Washington county's.
