Pealing Paint

I removed the cover from the action of my Frontier to deep clean it and noticed that the paint on the action was bubbling up and pealing off the sides of the action. I am trying to figure out why. I only use common gun cleaning products like Hoppes, CLP and Remoil. The paint on the cover doesn.t seem to be affected just the action. I am not to concerned about it as none of it shows when the cover is on.

I am wondering if anybody else has had something like this happen to their rifles and what can I not do so it doesn't happen again.

I think the paint on the cover is baked on to some extent and it isn’t on the receiver. Just a guess. Pictures?

I would love to give pics but I won't have my new phone tell next week. My old phone still will not talk to my new computer.
