Very interesting. Between the smithy that mounted my scope and helped me zero it in, we shot about 20 rounds without incident (at least my 7-8 rounds were okay, he shot the rest). Then, on my 2nd trip, I loaded up the same ammo (Federal Fusion 150 gr .308) and had the same "frozen lever" that you write about above. Took me and the RSO to get it unstuck. He had the smith look at it. No conclusion.
Since then, I've put about another 20 rounds through it, and it still no exactly right. The lever doesn't simply move by pushing the back of your hand against it; it's almost like you have to totally disengage your grip, grasp the lever with all five digits and rack the lever that way. I thought it was maybe just "break in," but now I'm not so sure.
Had it out this past weekend and pretty much the same. It's not cycling with ease, let me say that.
My S/N is before yours, but the calibers are different, but I know mine was made in Sept, 2016, just as they were launching the line.

Is it stiff when dry racking and are you comfortable opening the receiver to see what might be binding? If not call Patrick.

Dry racking is fine. The receiver is very complex, so I'm not opening it. The owner's manual suggests bore-snake style cleaning ONLY, and some swabbing of the chamber for residue.

Yep, sent him an email last night. I gave him the opening for a DIY fix, but I'm doubtful there is one. I'd just as soon get it up to WI and back quickly.

Update. My scope came with Picatinny rings and they will not work on the provided Skinners. Had to spend the $70 for the proper mount from Henry.

Could have bought Weaver rings or rings deigned to work on both Weaver and Picatinny mounts on Amazon for a lot less.

They were included with the scope. And try to find an offset ring for a 30mm tube.

I lost track. Did you end up sending yours back to HRA for the "lock-up" issue? Mine has been to Rice lake and back. The did a complete replacement of the bolt assembly, new magazine, new gear wheel. To the range this week so confirm it's all healed.
