A good HMR will shoot Moa with most ammo but small groups with the HMR are about lucking onto a batch of ammo that your rifle really likes.
I had never worried about any of the 20gr loads until I had difficulty getting 17gr's and tried some CCI 20gr. Pic is the first 3 groups at 100m with 3 different shooters, 2" target with the inner circle 1"

Your observations on the 17 resemble mine. I think it's the best of the rimfire bunch for 100 yard work. Those are some great groups, 220.

I noticed on two of the targets that three rounds were touching and then two rounds wide. I would be interested in the sequence because I can often get the first three rounds touching like that making a sub quarter inch but choke up after that. I’ve often said I’m a three hit wonder.
